Use Full-Fat Coconut Milk for Proper Foam

Reduced-fat coconut milk does not contain enough fat to whip into a stable foam. Use full-fat coconut milk from a can, not a carton for the best results.

Some people chill the can beforehand to help the cream separate, but this is not strictly necessary if you are using the whole can.
